HLM Partner Jeff Harris Argues in Front of Georgia Court of Appeals

Harris Lowry Manton LLP partner Jeff Harris, along with former governor Roy E. Barnes, recently argued in front of the Georgia Court of Appeals in the case of BellSouth Telecommunications LLC v. Cobb County, Georgia, et al. HLM filed claims on behalf of Cobb and Gwinnett County against BellSouth for violating the Georgia Emergency Telephone Number 9-1-1 Service Act of 1977, O.C.G.A §§ 46-5-120 et seq. The Act requires telephone service providers to collect a 911 service fee from their customers for each telephone line in use and then remit the charges to the local governments that provide a 911 call service to their citizens.

The oral argument stems from BellSouth’s appeal of the trial court’s denial of its motion to dismiss. The case is one of several filed by HLM on behalf of numerous counties in Georgia against telephone service providers that have failed to remit these 911 service fees to the counties. Judge Stephen Louis A. Dillard presided, with Judge William M. Ray and Judge Tilman E. Self on the panel.
